The Failure of the 28-Article Peace Initiative for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the tension sparked by the introduction of a new 28-point plan for ending the war appeared – temporarily – to have been stabilised. A senior US official spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its countermove: another massive barrage of rocket attacks on Kyiv.

The Rhythm of Negotiation and Warfare

The chain of opposing developments captured the grim essence of the outgoing year. By day, negotiation efforts are fought: hopeful statements are released from different nations. Immense energy is devoted on managing specific proposals. By night, the Kremlin clearly shows the world that, for them, conflict continues to be the primary tool for achieving "resolution".

Nighttime Reality

As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was revealed. Ukraine is able to track projectile deployments from enemy soil, a capability enabled by timely intelligence. From vantage locations, military aircraft that had been dispatched to intercept incoming aerial threats flew past – modern combat jets supplied to Ukraine by Western partners.

Soon thereafter, Kyiv's air-defence systems activated: multiple launches targeted at a incoming threat. This was a sophisticated defense system at work, most likely delivered by partner states. Every firing jolts you unexpectedly, shaking the windows. The moment of terror quickly transforms into sober acceptance: perhaps the hostile projectile won't hit its mark this time, sparing the city from catastrophe and another blackout.

Continuous Dangers

Following this, a heavy machine gun fired at a aerial vehicle close by, part of a mobile-fire group – most likely imported technology. Unfortunately, the shots failed to hit the enemy aircraft – it maintained course toward its target.

Periodically, this persisted until dawn. Kyiv faced the daybreak reports: seven people killed, devastation and heating outages in numerous residences as a result of the night's assault. As always, everyone still continued their routines – living the war. But those full day illustrated Ukraine's essential dependence on external assistance – a reliance that regional partners are demonstrably unable to replace in the immediate future.

Unsuccessful Negotiations

The detailed framework from Washington provoked deep reactions, controversy and deep concern – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and multilateral gatherings.

Every new initiative from US leadership adheres to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, manages to fend off. They manage the tension but never actually achieve victory. This trend will, certainly, continue.

Tactical Assessments

It is tempting to accuse specific actors of consistently pushing Moscow's conditions. But that does not seem to be the whole story. American leadership functions according to a principle well known to international relations experts: you cannot win at the negotiating table what you have failed to defend militarily. The White House presumes that it is impossible to force Russia to relinquish the land that it presently holds in Ukraine's occupied territories.

The issue is that while accepting these circumstances, American administration does minimal to discourage Russia, through diplomacy or military means, from assuming that the current condition will not evolve additionally in its favour in the near future.

Opposing Positions

Therefore, Russian leadership is certain that duration works to their advantage – that Ukraine and its partners are coming close to fatigue. Their incentive to sign a deal that does not give them the largest achievable advantage is close to zero. There may be multiple initiatives to end hostilities, but they will persist as long as Russia's leadership remains completely certain in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still persist, gradually sacrificing lives and land but averting a complete military breakdown until situations evolve in its advantage.

Present Conditions

Realistically, there are no genuine requirements for a armistice. Now, personal considerations are becoming relevant: leadership ambitions to negotiate peace and secure international recognition, and Kyiv's dual difficulties – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the country's interests against any plan Kyiv finds unworkable, so that their priority does not shift toward domestic problems. And although their mission will now be considerably more difficult after recent developments, it remains very improbable that this will modify their basic position.

These opposing factors are guiding negotiations.

Assessment and Future

It took a only one week to eliminate the suggested clauses of the current initiative. Forceful and unpredictable management of the matter by American leadership, resistance by Ukraine and the other European countries, along with calming attempts of diplomats, and finally, recent disclosures, all achieved their purpose.

While new plans based on old ideas are imminent, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are based on Russian demands and show particular unwillingness to modify developments, if they stand together and improve their protective measures at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the coming months, primarily depend on sustained allied backing.
